My friend got PR Approval and needs land by August 15, 2020. Considering the current Covid difficulties and uncertainty related to travel, finding a place to stay, self-quarantining, find livelihood/job, etc., he would like to postpone his travel by at least 4-6 months.
Does CIC grant this kind of extension for PR Landing? Would appreciate if some guidance is available.

It appears that there are possibilities in obtaining the required period of postponement in your case and please make it more personal than a general one. Some things are in the works and as and when I hear from others, I will post it under this.
Currently, a NINETY day postponement is made available and please make sure that you get in under the wire before the Health Check Expires.

Items to note: No regular flights are scheduled as yet.
If at all possible take DIRECT NON STOP Flights. (Delhi-Toronto OR Mumbai-Toronto)
Pre arrange Paying Guest Accommodations for a 15 day period at the start. That might cover your initial quarantine period. (Costs will work out to be the same, Dollarwise)
Openings in the Job markets are in limbo land. You can also look into the PNP side.
