With so many ethnic newspapers mushrooming in GTA, I am just thinking to start one of my own some time soon.
Can somebody suggest the way to get the newspaper registered or any other important formality in this regard ?
Are there any regulatory controls on this sector ?

i have worked for a number of newspapers and magazines. what i have found is that the publications that start with capital reserves and then start up, hoping to 'find a market' or 'attract advertisers' usually end up frustrated and bankrupt after a year or two.
it's best to make a demo copy, and solicit advertising BEFORE starting busines operations. go around to your advertisers and lock them in with year long or two-year long contracts offering deep discounts in exchange for long-term sponsorship.
one of the options should in fact be full sponsorship. why not agree to be the soapbox for a travel agent if he is willing to sign a year-long + contract?
don't forget to approach agencies/interests outside the desi circle that may be interested (gov't agencies have budgets to advertise in publications just such as these, health and welfare canada, etc), employment agencies, clubs, associations, etc.
if there is little interest, then you can drop the whole thing with nothing lost but your time. pls don't make the mistake of making a major capital investment without first locking in a guaranteed cash flow.
remember that the canadian market has two engines: gov't money and tobacco sales. which one can power your publication?
keep me up to date on the project if you decide to go ahead.
BTW, many are surprised to hear that publishing has one of the highest ROEs of all industries, even higher than the oil industry! if you do things right, you stand to make a fine profit...
