Please advice ...Applied immigration for my son.

Hi,
My son was born in USA and now he is in India.
I moved to Canada from USA 3 months back and applied for my son's immigration
a month back( I am a permanent resident of Canada ). Now my family is coming to Canada along with my son who is a US citizen.
My questions are...
Can he( my son ) come to Canada while his immigration petition is pending ? Does he needs to
go back to India after his immigration petition is approved ? Or can he go to US border and get the PR ?

Please advice.

Out of curosity I want to ask you. Why is your son trying to come to Canada on PR status when he has US citizenship. There are thousands of PR status immigrants waiting for Canadian Citizenship to come in and cross borders. Atleast I am waiting for my citizenship to cross borders and may be other are also waiting for that too.

He needs to have a PR card to stay with me in Canada. Right now i am
working in Canada.
