No, I am writing it in English. I do not know French that much to be able to write a cover letter. I have basic understanding of French.
I am curious, why did you ask that question? Is it a bad idea to write in English as it is for Quebec Immigration? I hope they understand English there.

I agree with maple_asian. Quebec is a francophone society. It wud be better if u give yr letter in French. Infact when I had applied for Quebec, they sent me forms in French ! But that was almost 3 years back and I knew very basic French so I didn't pursue it further.
If u r falling short of points why don't u learn french - u'll get some points for that. And as far as I know, if u r applying for Quebec u have to give the TEF score. Just reconfirm that from somebody.
