Canada doesnot product any software on their own, previously they had Corel - which is not bought by Word Perfect(?) that is US company - but candians still take pride out of it.
So there is no real software development here and so no out sourcing. IBM, MS etc have their offices here - but mostly they do support kind of stuff.
Corporates here also have all software coming from US. Many companies are subsidery of US company and doesnot have IT staff of full strenght.
In short Canada is largely shadowed by US.
You can still findout work being done by Indian companies - but no chance to enter in that segment.

This may be an extended and not very useful questions - but I will still like to understand why IT outsourcing is not as common as in US
Absence of tech companies in canada should not matter that much - since most of the IT outsourcing is usually done by the non tech companies IT depts (eg. financial / insurance / healthcare etc)
In fact - it is easier to retain such clients as they are not tech savvy and have deep pockets.
So I am still going round in circles trying to explain to myself this trend
Because most of the companies have US relation - they are part of US company - so IT is not something Canadians companies are dealing with commonly.
