FYI, I called up India rainbow center (needed some docs. notarized) and the Legal aid center. They don't do notarizations there.

Try Albion neighbourhood I have got my documents notorized from there. So they do it for sure.
I do not know of India Rainbow but quoted it becuase for people in mississauga it is near. But they do help immigrants in number of activities.
I doubt if legal aid center refused to notorize documents. They have experts in number of segments like refugee, sponsor ship, wife abuse, EI, worker claims etc. They have lawyer on panel who help these aid workers in assisting immigrants and refugees.

Well, I called them and they did refuse. They only do stuff for you if you're their client, i.e. you have a case being processed with them.
