Contact the Indian Consulate responsible for the state you live in and talk to them regarding obtaining a PCC within 30 days. My experience with the Indian Consulates has been quite pleasant, unlike that with the "sarkari babus" back home. Based upon what the consulate says, send a fax to the CIC advising them of the time it will take to obtain the PCC. That should suffice.
Hope this helps.

Microsoft - Which end of the stick do you want today?
Go to the indian Consulate in Toronto and show them the old PCC (hope you have a copy of it ) If yes then they will give you with in 3 days. I had done it before. Try it. or show your letter from Buffalo that should help.
All the best
