I and my wife are currently in the US and are expecting our PR visas anytime. I want to sponsor my Parents who are currently in India. However, I won't be moving to Canada for another two years. My question is, can my Dad apply under the independent catagory and claim points for me being a Canadian Permanent Resident, even though I am not actually living in Canada? I intend to become a landed resident as soon as I get the visa. Will the CIC know whether I am actually living in Canada or not? Please advise.

I don't think you will face any problems. Once you have landed and completes the application for the PR card at the entry point, you become a permanent resident. A permanent resident is legally allowed to stay outside Canada up to 3 years in every 5-year period. Hence, it does not matter where you are staying, as long as you don't violate the time frame. Since you are a permanent resident, your parents will be eligible for the immigration points.
