Help needed for Internet Explorer

I just discovered that I was able to clear all history and then closed the IE. When I started it again, the same greyed area appeared - that means that the changes did not take permanent effect. Does it mean I have to restart the computer to enable a permanent change?

looks like there is a script which is ran everytimr you launch IE and it modifies the IE settings..
C:\Program Files\Internet Explorer\Custom\conf.inf
