Is it possible to get a Student Visa(or whatever it is actually called) if one is only attending a part time prgramme but that leads to a degree?

No, you cannot be a part time student while being in the US on F-1 visa. You have to maintain a full time status by taking atleast 12 cerdit hours every semester/quarter. Its the basic requirement of a F-1 visa and if you take anything less than 12 credit hours in one semester, you are out of status and technically living in the US illegally.
