A friend of mine has bought a new car in the US. He has made a downpayment of half the price and had the rest finaced at 8% APR. He was in the US on a J1 visa and since it expires shortly, he plans to move back to Canada.
What will this move mean in terms of his car? Is he permitted to transfer the car to Canada with the financing having been done in the US? Can he be allowed to make arrangements such that the payment installments continue to be made to the finance company even if he himself is not present in that country?

---Not likely, has to speak to the financing bank etc. but most of them do not allow

--Most likely he will have to pay full amount, get a clean title and then import it to canada . If he has bought the car in the last 1 year that means an extra payment of GST of 7% at the cdn border ..

What if my friend does not declare that he is importing the car. Suppose he just drives through the border. What will happen? So many cars from the US come into Canada everyday. Will he be stopped at the border and questioned? Suppose he says that he is only here visiting and intends to go back soon. How will the custom officials know whether he is moving into Canada or just coming in to visit? Will the fact that he has Canadian PR card but the car has US licence plates make a difference?

It depends on the officer and the rush. Sometime they are particular, sometimes theya arent.
From my experiece, of driving 10 timesto and fro from US to Canada. I was stopped from going 4 times and 6 times I could go without any issues.
Though I moved my car now.
I declared my car and said that I will move once my loan is clear and I get the title.
I drive through Detroit-Windsor(Tunne/bridge).
Its good to declare. If they dont allow once, try from other route. It works.
