Dear experts:

I did apply for PR visa to Canada in 2000 under old regulations. In 2003 I withdrew my application due to some health and domestic problems which I also mentioned in the letter when withdrawing application.

Is it possible to restore my application now ?
If no, Can I reapply for PR visa ?

You can't revive your old application. You can reapply, pay the fees etc. and your application will be processed under the new rules.
