Work Exp Points!

I would very much appreciate if any of guys can help me!!
I'm bit baffled over how many points I get for work experience under federal skilled worker category, my case is as follows:
After completing class 12(HSC)in 1995, I did Diploma in Mech Engg from a Govt. Poly. Tech, it is a two years course and i should have completed in oct 1997 and appeared for my final Sem exam, but was treated for UFM and was barred to sit for the exams for 1 year i.e till oct 1998, hence completed it in oct 1998. Now during this gap year i.e. oct 1997 -oct 1998 I took full time work and after passing the exams in oct 1998 continued with the same job till July 2000, when i came to the UK. I studied here. Now I have work permit in same field for 5 years. I have completed 3 months in full time Employment. So....
Will CIC take my gap year work (Oct 1997- Oct 1998) into account while counting my work experience point, if so that will make:
2 years 9 months( Nov 1997 - July 2000) W.E. in India + 3 months in UK = 3 years
which means 19 points.
If not, then it will make:
1 year 9 months (Oct 1998 - July 2000) W.E. in India + 3 months in UK = 2 years
which means 17 points.
1) Which of the above you Guys think i qualiy according to CIC's Criteria?
2) 24 months is the process time from the UK for PR Applications under Federal Scheme; so does this period count for futher W.E points.?

Desis need your help mates, i am sure some out there among you have expertise and can answere my query, i am also sure other people may have similar problem and might be of help to them as well. i want to apply in Aug end, Please help!!!
