a) Can he, while being on a student visa, apply?
b) If YES, under what category and where would he send his file? How much time does it take approx.?
c) If NO, what are his alternatives?"
Setting up a bit of background before asking question(s) will help people answer it more accurately and give you specific suggestions on what to do.
