A friend of mine came to Canada two years before as a permanent resident, but left and went back within a month to his cushy, high paying, high saving job in Gulf. Now he wants to come here for the delivery of his child expected in december. Need your advice on how much expense he should budget for,,,will his wife get to benefit from OHIP. Will there be any other issue to keep in mind also???

He will need to pay all expenses for hospital stay, doctor's and other technicians fees, medication, etc.
I have no idea how much he shoud budget for, but it will probably be in thousands, and not hundreds :)

Why Not ,What is the rule of land ?Or does it have something to do with the short duration of Landed Immigrant status in this case.
What if any of them or both would have Canadian Citizenship..?

According to my knowledge, if she can stay three months in Ontario before delivery, she will be fully covered by OHIP

For expenses, you can call OHIP or Ministry of Health and find out. I guess expenses depends on type of delivery and complications too, so you may not get a straight answer but should be able to get a rough figure.

There are some provinces in Canada where there is no wait time before coverage begins.
