Universities or collages have nothing to do with work permits/immigration matters.
An international student in Canada can work upto 20 hours (legally) and full time during summer if they do not have to take the classes.
If the program has coop or work component which a studnet supposed to complete as a part of curriculum to graduate ... then they can work fulltime duinrg that semester.
Once a student graduate, he/she gets Postgraduate work permit from 8 months to 3 years ( depends upon the program length) ... it is like OPT.
This might be a good news for University students who are serious. College students anyways just work off campus on Cash jobs (which is undocumented and does not require any permit) for wages as low as 2-3$/hr and don't even study. I know lot of them who do this and lot of desi employers who take advantage of this. I have never done this but I know lot of them.

Well unfortunately it is true as I have seen people work for 20-25$ a day (7 hrs)
