Just making sure this 2 months gap is not applicable to OCI/PIO holders

It says in FAQ -
Question #9: Whether the restriction of two months gap for re-entering India is applicable
to PIO/OCI card holders and foreigners holding business, employment, student and other
categories of visa?
Answer: No. The two months gap is applicable only to Tourist Visa holders.
Can someone please confirm ?
The publication states that all of them are on the "Same Page".
In my opinion the "The Rules are the same". But they have now reconsidered the decision and will allow Foreign Tourists who use India as a base, if they would like to utilize the feature of three visits in Two months for their crossings, they will be permitted to do so.
Some where along the line the Officers at the Border check points will determine if some one is traveling more than three times, and if it is within a period of two months. It is a procedural that will automatically show and drop a flag for them, who are behind the screen. What they will do under these conditions is unknown. Because some of the Major flights originate in India for tourists who go to Nepal, Bhutan, Sikkim, and Nagaland etc., and how they accommodate their itineraries if they have been prebooked.
People of Indian Origin, being NRI, I am afraid will be treated like wise.
No crossing the border each and every day. That's it.
