Both these have more to do with the sharing of limited resources then culture. In India the line would always be longer then what was being given out ..... let me explain , if there were a 100 tickets to be given out, there were 200 people lined up for that .... so if you were the 150th man, the only way you were going to get is it that you cut the line.
West has seen a long period of prosperity so they know there is light at the end of "line" .... hence no need to cut the line. The day resources are limted you will see line cutting in the west.

He is indirectly saying that all others were messed up. Who knows. Ashok Chavan may become Rajya Sabha MP and become a ministr in the centre, like Deshmukh.
