Both these have more to do with the sharing of limited resources then culture. Yes, indeed a very good example. However, it leads to anarchy and system-less State, which has a very little chances of survival in the long run as the population keeps on accumulating and growing ten folds. The only way it could be handled/managed is with the curruption less environment and an efficient state machinery.
Again, population has nothing to do with it.

Corruption less environment and efficient state machinery are only possible if you have the resources ........ be it America or India if you dont have the resources, you will have anarchy. Infact i would say India has handled this phase better then any western country.
Once the resources are there, things will move towards corruption less society.

Immediately after Obama's visit, Sonia G swung into action and booted out CM Ashok Chavan (and Kalmadi too) wrt the scam. Rahug G has stated today that the state needs a CM who is clean. He is indirectly saying that all others were messed up. Who knows. Ashok Chavan may become Rajya Sabha MP and become a ministr in the centre, like Deshmukh.
