Yes, in that sense all Indians have been April fools since our taxation years started ending on March 31st of every year. Unless there has been some urgent or pressing need, ALL Indian income tax laws are always applicable from April 1.

But same is here in Canada. I pay health care tax every month from my pay. But when I need any service then wait for months. They have good excuse of this long waiting list.

According to IT Act NRI includes not only Indian citizens but a person of Indian origin who is born outside India, or a person of Indian origin who resides permanently outside India.

ABSOLUTELY WRONG

Did you read the very first line of the article you have quoted?

Notice the word "Indian Citizen".......How exactly is anyone still an Indian citizen if you have taken citizenship of another country and no longer hold an Indian Passport.
You cease be Indian citizen that day.
The proposal is to extract money from Indian citizens who are ordinarily not resident in India (NRI) but spend more than 2 months in India. If they still hold Indian passports, still live in India for x number of days then "their" govt has every right to do what it wants provided such a promposal becomes a law.

No govt can ask you for your tax return and tax you if you are just visiting that country and are not a citizen of that country. The situation may change if you have business transactions in that country.
