I had applied for PR under the Skilled workers category before 2008, but till date did not get any update on my case (status : in progress) and therefore I decided to come to Canada under the student visa category.
I got accepted for a 1 yr full time HR diploma program by the University of Winnipeg, Manitoba. The diploma is for working professionals and has got a 1 month of internship component towards the end of the program.
I have 15 years of work experience and I can show sufficient funds for supporting myself and my dependent children during my stay in Canada while my husband continues with his job in Dubai.
Please let me know how should I present my case in order to avoid rejections?
1.I will be resigning from my job as I cannot avail of study leave for a year, my company does not have a policy for allowing long term study leave.
2.In order to prove strong ties back in home country, can I state that my husband resides in Dubai and hence I would be joining him back after completion of studies? I can also show a property purchase agreement for our house in India if required.
3.Should I apply for a visa for my kids along with me as dependent children (they are staying in Dubai under my sponsorship) or including them as dependents will adversely affect my case?
4. Should I mention anything about my earlier application under the skilled migrant category as I have not received any update from CIC for it?
I have learnt that most cases are rejected owing to insufficient proof of ties with home country or insufficient finance.
Hence I need your suggestions to submit a good case and be successful in getting the study permit..

Totally agree with sant! You'd better mention your skilled immigration application. Visa office will find it out anyway, but it would be better to do it by self, letting them know everything from your own words.
More general advice: Prepare the case thoroughly, or go to the experts. Lots and lots of refusals are due to the candidates' mistakes in case preparation.
