I think, it's now a face saving exercise after the Police' initial statement. With so much negative PR around BJP these days, it was expected to come out from BJP. Just a ploy? May be, they in-fact may have given a clean chit in exchange of Congress to let them pass a few bills. At the same time, just keep the investigation open without any concrete closure.
