After about a couple of months on reaching India I got a letter at my Indian address asking me to submit the passport which I did by sending them by SpeedPost from India (since no reputable courier companies would knowingly accept Passports as courier packages - because of the liability they might have if somebody steals it). After a month or so, the Canadian Embasy in UK returned the passports back to me duly stamped, etc. That's my experience. We moved to Toronto in October. No problems at the airport. I am not really sure if it's against the law as you mentioned since none of the courier companies I contacted expressly said so and also the Indian Govt owned post...
