The issue is my passport is expiring soon and in order to renew my passport, I will need PR card in hand .The Indian Embassy is not willing to renew my passport without having PR card.On the other hand, some emergency has come up in India to attend and I have to leave as soon as possible. So, I won’t be able to renew my passport and won’t be able to obtain travel document abroad without renewed passport as well Is there any way to contact PR card department and expedite the application? pls advice thanks ...

Regarding the OCI, it is correct to call one an "Overseas Indian" as this right is given under the citizenship act. For now there are certain privileges that you are not entitles to .... hopefully that will change in future and you will have full rights as a citizen. OCI is the "pehla padaw"........
