I personally do not think it is true. Visa application (non-mmigrant) can be made any number of times but the chances of success improves only if the applicant can prove that there are changed circumstances about him with respect to personal, professional and financial aspects.
Consular officers treat each applicant as a potential immigrant. The onus to prove otherwise is on the applicant. Applicants must prove that they have sufficient ties abroad that would compel them to leave the U.S. at the end of the visit period.
It looks illogical to me that they would advise someone having permanent residence in Canada to apply to the mumbai consulate. Further, why would the mumbai consulate be any different from the toronto consulate, with regard to issuance of the visa?
