In my case, I was given 3 months to submit all clearances. When I saw the information about FBI clearance, I vaguely remembered that they said 4 months is the normal duration for them! Anyway, I submitted a letter to Indian embassy about the possible delay. Interestingly, I got my wife's finger prints returned back from FBI saying that - those are not clear enough within one month of submission. I again sent those, then within 3 months, I had all the documents in hand. I think, as I was the primary applicant, other clearances dont have much impact, even if I had received that later.

In my case it took less than two weeks to get FBI clearance. We sent it out Mar 8 2005 and got it back on Mar 22 2005. But we had written a letter (with the FBI clearance request) stating our deadline for Canadian Immigration. Maybe that helped...

I would suggest sending another application with an attached letter explaining the lack of response on the first application for over 70 days. Use Priority Mail if possible and put your immigration deadline on the outside of the envelope you are sending the application in.

Hi,

I think I have an answer for you.

Criminal Justice Information Services (CJIS) Division is the place you need to contact for your fingerprinting status. Usually it takes atleast 40 days for them to send it back to you and mostly they send it to you via regular mail.

Maybe you should call them, they answer calls for queries on status of the fingerprinting card results. They just stamp your fingerprint card with a stamp saying, "No Arrest Record".

(Hours of Service: 9:00 a.m. - 5:00 p.m.)

Another thing:
As I was trying to get these clearances while being in India, I had sent documents by Fedex (alongwith returned self addressed Fedex). Thus I got my clearances way before 3 months.
