Please confirm with a govt. health official (in ontario) for the facilities. see especially where they have indicated some FREE services to immigrants before 90 days after you immigrate. IF, labour and delivery facilities are not included in OHIP coverage before 90 days after immigrating to Ontario, the hospital will bill you and if you donot pay, refer you to a collection agency to get the payment from you. Your credit history will be bad then and you canot take a loan. if you have money and donot pay, legal action can be taken.

Whatever you say, I will not take that risk. Unless i know someone who had availed of this facility (ie.-> labour and delivery being free for immigrants who are less than 90 days in Ontario) or a signed document from a govt. health official, i would not take the risk.

Hi,
I landed in 2004 and never applied for OHIP card. Last month after I moved in here, when I applied for OHIP card, I was told that I have a waiting period of 90 days.
I think, in Alberta, there is no waiting period. So he should be fine.

Our VCD has opened a bank account, when he landed in 2003.
Technically, Can he use the bank statements to show that he has resided in Ontario for more than 90 days? When OHIP sees the bank statements, they will straight away register him for OHIP (though it is illegal .b'cos he has been away for a long time but then who is going to see the passport).

VCD-> Do you have a PR card. It does not seem to me that you have.? Even if you have and have left Canada before April 21, 2003, then you might not be allowed to enter Canada based on the 2/5 residency rule.

This guy lived in Dubai. I am assuming that Dubai stamps the entry visa in Arabic and so the people from OHIP Toronto canot see his exit date of Canada (unless he had left Canada to India and then went to Dubai). Canada does not exit stamp. All that the OHIP people see will be the day in which they exited India to be in Canada.
I am not suggesting that you will be given the OHIP card once you apply upon landing. I am only thinking of what the OHIP people will say to refuse your application. Generally departments are not linked. Even if OHIP swpied your PR card, how can they find when you left Canada? (since Canada does not Swipe PR cards upon exit).

Sidenote : One of my Iranian friends got his citizenship 1 year or 2 years early (before the PR cards was introduced) by this situation. There was a 6 months out of 24 moths rule then. He exited and returned after 1 or 2 years.
Suggestion to Canadian Govt.: Please stamp the date of exit to people leaving the country (for any citizenship). it will save a lot of problems as well as a lot of confusion. It will also help in preventing fraud. It can be as simple as a stamp with a date , stamped on the passport. On second thoughts, do the check in clerk (who sees your PR card) record the PR card number against your name and give it to the govt.. if so , kindly ignore my idea.
