Internationally trained doctors who are forced to drive taxi cabs instead of working in hospitals could become a thing of the past in Ontario if proposed legislation becomes law, Citizenship and Immigration Minister Mike Colle said Friday.

My take on the article:

1) Except for mention of an internship program for 70 foreign trained professionals who require years of experience just to apply to the program , there is no specific mention of how the government will expediate and advocate to professional associations about the skills of foreign trained professionals.

2) What are often barriers for people to enter regulated professions including doctors are hefty test fees and licencing requirements. There is no mention of a liason with different professional bodies to ensure that the process to registration for foriegn professionals can become streamlined.

3) Question: Why do people with 3 plus years of experience need to begin with an internship? Will they provide 'internships' for doctors? Also what about those people with 1 year or 2 years of experience? Is there no help for them? What sets the basis for the number of years of experience required? It appears that the government is indicating that they do not recognize the value of the degree/credential itself (due to the need to have the years of experience for an internship). Internships are generally for people with NO experience.

A better option would be to evaluate and conduct exams in their native countries for the professionals immigrating in regulated professions. But I am not sure with so many provincial regulations how we can do that.

I guess we need to have just one license for practicing regulated professions across canada rather than having provincial licenses.

it's debatable whether doctors from other countries should be allowed to practice in US/Canada. Not only the standards are high but even the diseases and treatments are different. Ofcourse I don't mean to imply that doctors from other countries are intelectually incompetent.

The above is a very stupid statement.
How come Indian doctors and doctors of other countries able to pass an exam and then practice / work in other countries like USA and the UK?
How can the Disease distingush between Canadian patients and patients of other countries. Are AIDS, STD's, Fever, malaria, Typhiod, Measles, Laringo tracheo malese, Cancer restricted to people of a certain country?. Or does Canada and other developed countries have a miracle drug to cure these diseases in one day?. Disease and treatment is universal. The same kind of drugs are used to treat patients universally. Maybe only the brand names are different.
And what do you mean to say when standard is high? Have you even gone to a Canadian hospital and also to an Indian hospital. All my experiences with Canadian hospitals have been not very pleasent but then it is another story.
Recently when i had a cold the doctor (in a walk in clinic) prescribed Erithromycin. The same or equivalent would have been prescribed to me in India too. The only diff. was the cost involved. In canada , 14 tablets with the dispensing fee came to $52. In India , each tablet would have cost me Rs. 2- Rs. 3.
The fact is that Canada does not want to recogonise these foreign credentials for Doctors and just wants to continue the universal health care with the local doctors available.Just a lethargic attitude. And FYI Ontario spends $3 billion a year just for free prescribtion tablets for Seniors. So you can see the enormous amount this universal healthcare takes toll on the budget of Ontario/Canada.

What about a standardized test to assess the competency of a doctor -however one that is accessible by all (financially speaking)?

Yes disease and treatment is universal but prevelance of disease is not due to which doctors develop experience in treatment of certain diseases which are local and may not be competent enough to react with urgency when they encounter an unfamiliar disease or condition. After all we are talking about a life here.

To give you an example doctors here have not dealt much with thalassemia a blood disorder which is common in India among certain sects and do not know what kind of blood tests to prescribe so that a couple does not carry the genes associated with this disease, but most doctors in India are familiar with it.

On the other hand doctors in India would be flummoxed by the West Nile virus which is common to these parts. So doctors too need to gain some experience in the diseases they are treating. Its not all science.

I agree with you that professional governing bodies make it difficult for immigrants to enter the profession and deny them the opportunity to gain Canadian experience. But that is a debate for another time.......
