We have it at our home. We got Dry 'Manjar' from India. We started with 'small pot' and now the Tulsi is moved in to quite a Big one.
And it requires quite a lot of Sun ...

There are small Tulsi plants available for sale in Gore Mandir, Brampton, Hindu Mandir (Fern Avenue, Toronto). Generally the small one is for $5 and the big one I think is $8.
OR
You can also buy a small pot, fill it with soil. Uppersoil bags are available at Dollarama so after filling it with regular soil, put one layer of upper soil. Throw some Tulsi Seeds in that and water. Keep the pot outside but not under the direct Sunlight. Water the seed on almost daily basis but do not water too much.....may be just 50-80 gms of water. If possible, try to keep Tulsi plant near your 'puja stahn' and that too where Tulsi plant can be seen by 'Krishan ji'. They say that Tulsi grows more when 'Krishan ji' is in direct sight because Tulsi is married to Krishan ji.
BTW, few years ago, I met a sadhu in the mountains of Rishikesh on my way to Neelkanth mandir and he told me that if you swallow (swallow and not chew) 4-5 leafs of Tulsi everyday morning, you won't have any Heart and stomach disease ever. Don't chew it, it is not advisable.

As Maharaj pointed, it requires sunlight. In winter we put it close to sun facing window and make sure it gets at least 3-4 hours of sunlight. We also change the soil once a year and use the indoor plant fertilizer sticks.
