I got my PR status in Dec 2005. I landed in Toronto and left the within a week after stamping back to Dubai. A friend mailed me my PR card and health card etc as I used his address for the forms.
Since it will be close to 3 years, I want to know how I can apply for Canadian citizenship. I know I haven’t lived there for 3 yrs but do you know the loop holes in the system I’ve been told that if you pay money to lawyers they can somehow apply for you, but it costs. So advice on the loop holes for me to apply will be great. I don’t want to live there, just want the passport. I’ve been told its not a good country to live , but being a citizen of the country is good especially in the middle east.

Please be informed that the CIC is very very strict now. Even lawyers canot help people these days as there are no loop holes. All loop holes have been plugged by the CIC based on how immigrants cheated the system previously.
The CIC does a back ground check of every applicant and when it finds out that you have been abroad they will ask you to prove your stay here by means of Rent receipts, T4 forms, Credit card usage, dates on your passport suggesting your stay in Canada etc...
So my advise is that you really donot have any change.
What the CIC says in its website is to abandon your PR and then apply for PR (as a fresh applicant by paying the required fees and staying in line as the last in-last out) when you are ready to permanently settle in Canada.
Of course Canada still has loop holes (like getting EI when being out of the country, getting CCTB when being outside of the country for a long time but then filing your taxes and extending it, etc..) but then these will be filled soon but the loop hole that you are asking has long been filled.
