Both my husband and I came toronto to study,
after receiving the course outline detail, my husband doesn't want to do it anymore
he wants to change his status from student to open work.
What's the procedure? From start to finish? School starts tomo.

Well tomorrow is another day when everything restarts. So also all of the Immigrant Help Centers. Go and see one of the adviser's there and he will tell you that it is feasible, 'As long as...... ONE of you is studying' and the other being the spouse could... get an open work permit.
You want to know from the start.. Right? Here is the start. Tomorrow morning, Take the first bus and be there in the line with ALL of the available papers for the both of you and be there in the line. Give them all of the details and get the process started immediately. Then wait for their response. Also inform the Immigration department of all of the details so that they are also kept in the loop.

and Yes I WILL be studying.
I was thinking the school will be able to assist us with the commencement of the change with the visa. Do they have to write a letter to the immigration? Because the school's policy is a 10 day change of mind system, money back etc. The Immigration form is "immi.1249E.pdf"
Can I just mail it in along with the receipt ($150.) for the change of visa?

Since you are new to this place and have lots of time on your hand, it will be preferable to go to that place and let some one hold your hand and walk you through the formalities and complete it and send it away. It will be well worth your trip and you know it is done in a manner that fits their requirements to a "T".
Please consult a Vocational guidance councilor at the Educational Institution and get his opinion prior to backing out. Get his name and his visiting card for reference.
No short cuts please.
