From March 17th Canadian PR's require visa to visit USA.

Yes, it will sadly affect new immigrants, who would like to visit their relatives and friends south of the border.
But we don't have any say - not even this poor Canadian Government.

Interesting to note that China isn't on the list. Does this mean that Chinese landed immigrants don't need a visa still?
Also I wonder what is the duration of this visa they're issuing. Considering that most of my trips to the US have been 2/3 day weekend trips, will I have to shell out 150 bucks for every weekend I go there? Or will they issue me a long term multiple entry visa?

People from China even need visa today! They were always needing a Visa to go to US.
I am also wondering what will be the duration of Visa. Looking at the amount it seems that they will give multiple entry five year Visa. But you never know anything about Americans!

I don't think they'll issue this for 5 yrs. That way, they won't make much money, and that seems to me the main purpose of introducing the visa in the first place.

can we take visa(may be multiple entry) at the border or consulate.
I don't thnik we can take anything except "refusal to enter US" from border.
Only American Embassy will give you Visa - not the border check posts!
