One of my friend got married in 2009 in india and he sponser her to take in to canada as a PR Status but they lived together hardly 20 days in canada after that she doesn't want to live with him and get divorce. they mutually decided to went india and get divorce from there.
She back to canada and immeditely startign using the walfare. so he is really upset for regarding on this marriage fraud as she done it with him... in this situation what he supposed to do and where to inform that she has done marriage fraud and taking walfare money from govt under his name..
He lost his job and money which is invest in marriage and spend her to take in to canada.
Adivse required to help him in this situation.

Many things are involved here. Sorry to hear it, but anything is possible.
My advice is that your friend can do many things but he has to act fast.
At this point he looks helpless, he has wasted much time.
If he takes a few steps, he may save himself from worst situations.
1. If your friend can prove to Immigration that she has cheated him, she married to him ONLY to gain Canadian visa, she will be deported within a few months after inquiry. Your friend has to report a complaint trough a good immigration lawyer.
2. As you said in above quote "she takes money under his name "but 100% it is not possible. If she takes social assistant under her own name which will be possible but it is not a fraud.
3.Regardless of divorce, your friend will be responsible for provide her Living Expenses as per agreement signed on sponsor application for what ever years he has signed for.
4.If he doesn't provide her financial assistant, she can obtain from welfare and your friend will be responsible to pay off each penny she takes.
5.Your friend will be reported as default in immigration record, and he won't be able to sponsor another spouse or family members untill he pay back every single penny.
