I sponsored them my parents in 2007 and recently I was told that there file has been transferred to Islamabad. Islamabad Embassy asked me for some documents.

a. I had submitted the three forms: IMM08, IMM5406, IMM5669 last year to CIC. They are asking for them again. Is it normal ? Why do they want same information from me again ?

I tried emailing to Islamabad embassy but no response. Any ideas, where can I find this form?
c. They also require following forms:
Complete photocopies of sponsor’s last two passports. Documentary proof showing the periods of your sponsor’s residency in Canada, including a complete copy of your sponsor’s passport (showing entry and exit stamps), your sponsor’s last two Notices of Assessment, rent receipts, lease agreements, utility bills, banking history showing in-Canada transactions, and any other evidence to demonstrate your sponsor’s residency in Canada. Or documentary proof of sponsor’s residency in any other country
I have been living abroad since Decmber 2010. And I declared myself non-resident for tax purposes in Dec. 2011. Would my non-residency impact their application? Should I mention to the CIC officials in Islamabad that I have been living abroad for last 2.5 years?
d) My parents have recently moved to Australia as Permanent Residents and currently living with my younger brothers in Sydney. Is there a way I can transfer their file from islamabad to Sydney (in order for medical checkup or any interviews to be moved to Canadian consulate in Sydney?) Will the transfer impact their application processing times?
