Have been a road side foodie all my life, and I know my food 'addas' in Dilli ki galiyan. Wouldn't really abandon them for anything in the world. Here are some, if you ever visit Dilli:
1. UPSC Chat house
2. Rajinder Da Dhaba
3. Evergreen Sweet house
4. Pandara Road
5. Natraj, Chandni Chowk
6. There's a chat house in the backlanes of CP
7. Moolchand Paranthas night market
8. Laddoo wala in Central Market Lajpat Nagar
9. Bengali Sweets, South Ex.
10. Any Chholey Bhaturey wala in Dariya Ganj.
11. Any Haldiram.
12. Udipi
13. Pakodey Wala, Nauroji Nagar
Have been regular to them all the time and don't hesitate to go out and eat right on the day whenever I land in Delhi.

Narulas - any outlets
Karol Bagh .. snacks corner ... Ajmal Khan Road , Gaffar Market
New Delhi Rly Stn Canteen on 1st floor
Nehru Place Lunch restaurants
And then Chandni Chowk , Parathe Waali gali , Nai Sarak and of course Haldirams and Ghantewala and Annapurna .... had rosogollas & sandesh from there even last Dec Jan.

And mind you none of the above are cheap food .

A Delhite in Toronto
I am yet to try these out from West Delhi, for the sole reason that I never got the chance to visit West - never had any relatives/friends living in that part. I would, however, visit some of them on my next visit.
By the way, have you ever had those 'Paneer stuffed bread pakodas with green chutney' on Tikki stalls? Sorry, I don't want to use the swear word, but they are f delicious! Couldn't resist.
As one of my acquaintance from Punjab says all the time, "Delhites are always about food, food, and food." Couldn't help!
