During the hay days of IT based migration (96-99), it was much easier to move to US / UK / Canada and few more countries including Singapore.
Looks like things have changed a bit.
Is it still any where near doable to get a work permit to work in London and get permanent residency there. Any experience.

Canadian employers are hardly interested in sponsoring someone from abroad on work permit unless locals are not available easily or somehow they can get significant cost savings. It could be the same on UK side as well as you need an employer ready to sponsor your work permit. Other option could be go to UK on intra-company transfer and then jump ship.

I may know a couple of ppl in Manchester who can hire you as a bus-boy in their family-owned restaurant. Trust me, it is better to be janitor in England than even being a high grade engineer in Canada. You get to work in direct proximity to real English folks!!! And these folks can hire you regardless of your work permit etc.... Friends helping a friend.
