If you are talking about Non-immigration form DS 156, which question are you talking about?

Please let me know so that I can try to help.

DS 156 Q.No.31 Asks " Have you ever been refused a US visa?" Answer is "no", because you never applied for one, and therefore have never been refused a visa.

If you are talking about Q.38, point 2, " Have you ever been refused admission to the U.S.?" then the answer is "yes"

and also write "Please see Annexure 1", below the tick on "yes"

You can then annex a page detailing the event, as the form space is inadequate.

Best of luck.

Hi LD,
Thanks a lot for your reply. I was actually talking about the Q.38 point 2 of DS-156 non-immigrant visa form.
Your post have clarified me most of my doubts. I will fill it up as you suggested.

LD,
With due respect to you i want to answer torontoboss as follows
Torontoboss,
Though what LD has said is in his good faith, i suggest that you speak to the US Embassy customer service line and ask the CSR there. It is just $2 or so per min. and you can get an immediate line and immediate reply. That would be the cheapest and best option available to you. Donot make any mistake for which you are likely to regret later.
TK
