I came to Canada via a special program between Germany and Canada (I am german citizen). The program is called "Young worker exchange Program" and can be taken only once in your life and the duration is only for 12 months - not extendable.
I am a software developer from profession (in Montreal), but do not have any bacherlors degee or engeneering. I do have several certificates which I did in Germany and India. I even have Microsoft certifications. I have ~4 years of work-experience (2 in Germany, 1 1/2 in Canada).
To apply for the work-permission I had to obtain the CAQ (Certificat d’acceptation du Québec (CAQ)), which I obtained for 3 years. Then I applied for the work-permission in Vegreville, and they rejected my application with the reason, that I do not have any bachelors degree or engineering and that this is required to obtain the work-permission. Now is there a way for me still to get the work-permission?

Your prospective employer should make an application at HRSDC explaining why they need you and why they can't get anyone else from here. If HRSDC approves the application, you can get a work permit from outside Canada [at any Canadian embassy]. If you have work experience in Quebec, may be you can start the PR application process.

Thanks for the response Mr. Massood. If I have the CAQ, then I do not really to get an approval for the HRDC, correct? To extend my work permission, I applied for the following special program:

Would you recommend that I get the HRDC approval anyways?
I already applied for my PR application, but the quebec immigration refused my application for CSQ as well - I am not sure why they refused it. I am talking to my lawyer about this as well, but would appreciate any suggestions from you too.
