Strictly IMHO, it is a matter of who needs whom. Or as it says in Gujarati, "Kone Koni Garaj Chhe".
Did you try to differentiate between India and Japan? How are westerners treated in Japan? Are they given any special status?
Talking of India in the strict sense, we need westerners as they bring business to us. If we did not bow to their commands, they would go to some other place that bows to their demands.
Regarding, English being the "unofficial official language" of India, I believe it is a British legacy or complex that we cannot get rid of quickly. We believe that talking in English puts one level above the people communicating in Hindi.
