govt. job preference hierarchy?

Hi,

I know for federal jobs the priority mandate is:

Pension receiver due to war service
War Veterans or survivors
Canadian Citizens
Non Canadian citizens aka Permanent residents

Does anyone know if this selection hierarchy applies to provincial jobs as well and specifically in Ontario?
