I am New to this FORUM. So I am seeking advice and Work Permit Procedure..
Please tell me Is it necessary to get a Job Offer before applying to WP
OR
I can hire any Immigration consultant who can get me a Work and WP?
I have a offer from one of the Reputed Immigration Consultant, He promised me to get WP once I pay her advance CAD $$$$. IS IT POSSIBLE? She told me that once I will deposit Initial amount then she will arrange for the Offer letter as she knows some employers?

(Note there is a WP called Open Workpermit, it is usually for dependant's of the original WP holder)

Get a job offer through your own initiative and HRDSC confirmation, then apply for WP
Note: If you are already in Canada(with another status) you can apply for WP within Canada otherwise they will issue at the POE(Port of Entry)

Also, for your reference, I tried a lot to apply for the positions in Canada but everyone asking if you are here in CANADA. I am not in Canada but in India.
YES you are right I will not trust anybody unless I dont see anything (Offer letter). Imm Consultant and a member of different reputed Lawyer associations promised me to get it for me once I pay CAD $$$ in advance. That is what I wanted to clear. May be she will get it for me BUT I can not take risks.
Also, please let me know: I am searching for a Job right now : what else I can do side by side so that I can expedite my WP process once I get an offer letter form any employer. Can I for HRDSC confirmation right now?

Sorry to burst your bubble. Canada actually DOES NOT need any one on work permit except IT people and people with high skills (possibly Rocket scientists etc...). If you are not in that kind of catagory, Please forget coming to Canada on work permit.
There are some CROOK immigration firms posing to offer jobs in Canada and as a result of which you will be eligible for work permit. For this they would ask you to pay in Lakhs and then offer you a Manager position in 7/11 (a conveinience store). The pay would be typically $10- $12 an hour and which would entail you to work 16 hours a day of back breaking work. You may get fed up of life in a couple of weeks. Canada is a country of high taxes and not a lad of milk and honey. Your taxes actually go to help old Canadians who are on their death beds in Hospitals..
The lakhs you give to the crook immigration firm are better spent to enhance your life in India and would help you more.
If you are desperate to come to Canada, then please apply for immigration and come. It will open you to similar jobs (Manager of 7/11, Labourer etc...) but atleast it is worth the wait for 5 years when you save a couple of lakhs which you possibly will never save in Canada. The other options are to marry a Canadian / PR holder and get sponsered as a spouse.
A few months ago a similar woman asked for our opinion. In this case, the agent told her that Holiday Inn hotel was hiring her for big bucks and the woman herself offered money to be sent to Canada. Uopn further enquiry by the members of CD to the agent in Canada, it was found out that the information was false and that the agent was there to take the money.
So please take heed.

I think you are in wrong why of approaching. Normally first off all you have to find a job in canada. search it in job site. then ask employer whether they give you workpermit to you based on your skill set.
Then employer will deside whether you have to go for a consultancy or employer.
in your case consultancy is asking cad$$ before getting job offer and workpermit which is on risk.
let consultancy send wp and job offer, go thru it. If u r satisfied then move a head.
