I have an approval notice for a H1 starting Oct 1 st 2007 and need to go to consulate in Toronto to get it stamped?
What is the process to change my employer at this stage ?
The new employer has to file a petition for H-1B for you.
Once you have the second approval, you can take either of those two approvals to get your visa stamp at the consulate.

As pratickm says,the new employer has to file H1B petition for you.
As the H1B qutoa is already over, they can do only H1B transfer which doesn't count against the qutta.
For H1 transfer, you should have 3 months of paystub from the previous H1B employer.
So it would be better to join this employer first and work for 3 months and do H1B transfer to the new company.
