I am a landed immgrant who along with family (Total of Five members) landed on 4th july,2002 at Toronto. Three of my family members receievd the PR card, but mine along with my elder daughter did not come due to a "bad photo" issue. I stayed in canada for 26 days only and now after more than 2 years want to move permanently to canada. Please help me answer the following :

1. Can the canadian consulate refuse a travel visa for me and my daughter to canada.

2. Can I be refused entry into canada at the port of entry?

3. Is their any advantage for my wife and two children having PR already?
