He nailed it on the head.
The policy was right, but it is not working. The needs of the local industry does not match to the type of immigrants coming in. They need to bring in people who have employment and who have Bachelors degree or lesser only. The people who are brought in should be flexible to take up any form of employment and the age band of 22 to 30 years should be promoted and a negative marking for any age above 30 would discourage people at the higher end to migrate to Canada.
What stuck out was the statement that the people using the food banks were highly degreed people who are less than 5 years in Canada. What Canada needs is truck drivers, general labour and related people. While MBA's, Engineers and rocket scientist are required in India, they are not required for this economy. You can take a high school graduate and get most of the jobs done.
The easiest way is to stop promoting immigration in India to Canada from any other state other then Punjab. The people from punjab know the system, they already have family for initial settlement and also are willing to work hard in the types of jobs available here. The Canadian High Commission in Punjab should be expanded and should only deal with immigration to Canada from Punjab. The rest of the country could try the USA route so that they can land up with good jobs here based on their US experience.
If not the problems are going to multiply and one day burst into point of no return. Why should a MBA from India earning Rs.20 Lakhs in a big financial company migrate and work at RBC or TD as a teller on contract for $11?.

Speech by Thomas Friedman of The New York Times....
"When we were young kids growing up in America, we were told to eat our
vegetables at dinner and not leave them. Mothers said, 'think of the
starving children in India and finish the dinner.' And now I tell my
children: 'Finish your maths homework. Think of the children in India
who would make you starve, if you don't.'"
I agree with your views, shankaracharya.
