My parents have a U.S. Green card and are here in Canada to visit me. I want to apply for a Canadian PR card for them.
My question is:
1. If I do so, can they stay here until their case gets processed by CIC?
2. Also, would it help their case that they have a U.S. Green card?

I don't know if your parents intend to become US citizens. Speaking from the experience of someone I know ,
The INS or immigration department is ruthless when it comes to rules. If one stays beyond 180 days outside the US, he/she is jeopardizing the green card itself. Now when it comes to citizenship, when a green card holder stays a total of over a year outside the US (during a four and a half year period) he becomes ineligible for citizenship.
The meter starts running after the applicant's case is rejected. He/She has to stay for a full four and a half years again before becoming eligible for citizenship.
This may not be what you were looking for - just wanted to share my information, coming out of someone's experience..
There may be exceptions that one can come across, but these are the rules.
