I agree that most agencies cannot help people with qualifications and experience from abroad (only in specific cases have I seen that). Please understand its not their fualt also. The thing is agencies cannot usually help new immigrants they get payed on recommending to thier clients the best candidate with typlically canadian experience. Agencies recommend to their customers the best candidate and get payed 5-30,000 dollars from bringing the best candiadate. Usually companies that are willing to pay 20K just for someone to find a candidate are looking for candiate with good local experience or ery specific experience that most newcommers may not have.
We have put people who one week were working at RONA and next week as engineering managers but I request people to look outside the GTA, look in pickering, oshawa, kitchner, windsor, barrie, hamilton..... There is too much competition in GTA look outside in midsize to smaller companies. You are payed better but people appriciate your experience. Large companies have a lot of people applying so they can pick. Same thing for Calgary look in north in edmonton and FM, RD etc...
The big thing is DO not give up. New jobs open up every month and the market changes every 2-3 months...

WAFY is right. One need to look beyond GTA. Competition is fierce there and immigrants have to compete with the locals.
For those trying to go thru emp. agencies, try to determine if they place you in provincial/federal govt. offices. Once you are in thru agency, then its easy to get in.
Keep Ottawa on your radar, if you are in IT. Market is slowly improving.

If you are starting fresh in Canada then why are you focussing on GTA?, you might have better luck trying out in Alberta. GTA is already saturated with skilled people and Alberta has a shortage of skilled personnel.
A lot has been discussed about prospects in Alberta on other threads, go thru those and see if you can hookup with agencies there.
Someone I know recently moved to Edmonton, got interviewed on phone twice and once in person, and after selection, they paid for his move. The shortage for skilled personell is more in alberta than in Ontario. So try to go where the damand is more.
