No you totally misunderstand my question. I know, "when I go to hospital twice my insureance company paid for my bills and other expenses." But situation is I haven't go to hospital in my life but keep paying my insurance premium"

sorry to give you the bad news, but there is no way around this.
you have to keep paying EI.
your ei will fund those who fudge their taxes to show themselves as "low income", those who claim all sorts of deductions and business expenses to get maximum OAS, CPP, CCTB, GIS, CLB, OSAP, RESP etc. and the hundreds of other "free" govnment subsidies.

Hey guys, all of you seemed to misunderstand my previous post. First of all, it was just to create some humour - nothing serious. Secondly, you failed to notice that I had written about Life Insurance, NOT health or hospitalisation insurance
So what I was jokingly saying is that the OP's post could be translated as:
I fell seriously sick twice (eg I got laid off twice), but recovered (but got back the job), and never died (and never claimed EI) - and so the insurance that I paid went to waste.
On the serious side of it, yes this scheme needs to be revamped from many angles, some of which can be:
1. why should one wait for two weeks to get EI? Is he not going to spend money for living for those two weeks?
2. why one should have worked for minimum 900 hrs (or whatever be the requirement) - if someone has worked less, the benefit can be proportionately reduced.
3. there seems to be a clause that if a person has earned more than $48k (or something like that) in a calendar year, the EI he might get is clawed back. Why? For a person who makes say 100k a year, and gets laid off in July end having earned about 56k gross, will not be entitled to get full EI because he has already earned more than minimum required for sustainance. That is silly - the guy had a higher salary and so higher living expenses (usually) and so would have used up his 56K already. But now he will not get the basic minimum EI because he already got higher salary in the first 7 months!
4. there is no difference between a guy who might have claimed EI after having worked for 5 years and the one who claimed after working and contributing for 15 years. A guy who has already worked for 15 years or more will most probably be at a higher level (both in terms of position and salary in similar field) when compared with a 5 year experience guy - and it will be more difficult for him to find a job commensurate with his experience and age. Doesn't he then need a longer duration EI support?

This means EI is not exactly similar to other type of insurances. e.g. if I buy a car insurance and on very next day I can claim from the insurance company if there is an accident or theft etc. I don't have to drive the car for few days/hours before becoming eligible for the claim.
Why EI requires 900 hrs eligibility while the person started deducting the EI premium from his first pay???
whatever chandresh said is very true. there are so many restrictions and limitations with EI that it is useless for most people.
it is just another tax grab and used to fund the welfare mentality of the govt.
peope who work hard pay this and those who work around the system get the benefit.
there are people who have agreement with their employers to work a certin number of months and then have themselves laid off to collect EI.
there are other people who have agreement to take part of their wages in cash i.e. outside of tax system and then get laid off every couple of years to collect EI.
