Any body can write any thing these days. I would question the credibility of the website.
How did it estimate such a wide range? 2-19 Billion
And that too without links to any credible websites..

In a more transparent country, the nature of wealth and the $ figure could be reasonably determined through mandatory tax transparency....and the number may sound credible (ex" John Kerry, Michael Bloomberg).
In the case of others, it could be a SWAG (Scientific Wild Ass Guess). Example - Putin's looks like a SWAG gone wild - a range of $180,000 to 40 billion !!
Clearly from a statistical view point, the variance error is huge on some of the figures.
