Here's my case . Which category (Computer Systems Analyst / Management Consultant ) should I apply in ..
a. I am a PG in Commerce with an ICWA
b. Since 1998 (past 17 years ) working as an IT Consultant - Software Developer , DBA , Architect .
If I apply under CSA , my education is not in Computer Science or related category ( though I have at least 4 course in C Sc or related during my grad / PG)
If I apply under Management Consultant , well I have been working as a Software Consultant ... but even if I do that - 1. Management Consultants are generally for short periods on contract basis rather than full time and 2- MC would be there on my Passport which might make future TN employ ability / switch slightly complicated ....
Which category would the CD s feel I would more likely qualify under ??
( I have received an assessment of qualifications from ICAS as
a. B Com ... Comparable to 3 year Ontario degree .
b. M Com .. Comparable to 2 years taught Ontario PG. )

Go for Management Consultant. Even for the future purposes, your education would remain the same, and considering you are planning to retire as an IT Consultant, this category won't need to change on your Passport. It's the safest bet, or you will have definite troubles obtaining the N.
Mine's the same case (no Comp. Science Degree), and would also use this category whenever I plan to apply for IT Jobs in States.
I have seen American Vendor Consultant (on short term projects in my company) that designate themselves as Mgmt. Consultants even though they are Educated in Comp. Science from USofA. This very category is quite broad, and with Business Degree you don't have many choices.
Is there a category called 'Business System Consultant or Analyst'? If so, you can use that, given your Business credentials.

A. For the Systems Analyst category, your education could be an issue and then you would need a bunch of paperwork/documentation to prove that your work experience is equivalent to the degree.
B. For MC, your education should not cause any trouble and if you could relate being a consultant in the area of IT (or whatever your area of experience), you should be fine.
That said, MC is the category I would go with.
Do you have any job offer? If yes and if from a big company, their lawyers handle that - you do not have to worry about it.
Yes, Management Consultant is one of the "more scrutinized" category. I have come across quite a few "long term" MCs though, so don't be too worried about getting the MC stamp on your record.

Most probably it would be Management Consultant category since your degree is not related to computers. The company's lawyers will take care of the category.
I believe for this category you have to apply beforehand with the US consulate and cannot apply at border as this category is screened heavily.
You should have got the ICAS evaluation for TN visa/work in US. It looks like you got the normal evaluation in which they do the equivalency for Canada.

a. I am working as a Business Intelligence Consultant for the past 4-5 years so though technical , it has a Business element in the the title
b. So if I decide to go under the Management Consultant category and claim that I can and will help the prospective employer in setting up BI strategies , framework and systems(not doing it myself) , would that qualify under MC duties ?
c. If I initially try for a CSA and if rejected , try with an MC job offer , would there be most likely an eye brow raised towards a resume which was earlier claimed as a CSA and then later as MC (@ different PoEs)... OR when they note in history they record the job offer and decide on that ... so next time if the same candidate comes with a different job offer category , his earlier attempt does not act as a disadvantage ... I know no one knows but just the chance of likelihood .
d. Can we apply for a TN @ the Embassy in advance ? I thought the only place was the border .
e. When applying @ ICAS , I told them the purpose was TN ~ Does the above assessment appear to be non TN specific ?
f. If it is a big company say GM , would they even bother to hire a Senior BI Consultant as a Management Consultant , assuming that the work may closely relate to the CSA category ?
I do not have any job offers as of now , not even started searching , but would start soon and intend to put the best foot forward .

Yes, both paths are possible - applying at the POE or via mail through a service or processing center, example being Texas Service Center or Nebraska Service Center.
Embassies and consulates do not adjudicate non-immigrant applications. The consulate enters the picture when a stamped visa is required (for non-Canadian citizens).

Fido, as far as I know, your applying via. MC doesn't have anything to do with what you will be working as in your perspective company. Even, it won't hamper your ability to mention your true position on your resume. The company lawyer will just present the appointment letter mentioning the eligible title/category (MC, in this case) in order to hire you. What the company will use you for will have no bearing on your Status.
Just like IT Consultant, Management Consultant is quite a broad term. Normally, I have seen on LinkedIn Professionals paraphrase their true positions with either of the above two, e.g. Management Consultant (Business Intelligence), IT Consultant (System Analyst).
You're right. You can easily relate the Business Intelligence with the Management Consultant side of things. It's actually quite related. Worked on a few BI projects in the past, and 90% of it is Business as you may know too. .
You're safe here. Let me know how it goes. I am in the same boat as you, and may be in an year or two go down the same route.
Addendum: Please don't apply as a CSA if you don't have a related Degree. It will bound to be rejected. I don't think Border Officers are that apt in correlating. To be on the safe side of things, MC is better in order to get you the acceptance.
