What are the laws or requirements around a Canadian Citizen (who has no US visa currently) buying and operating a business in the US? Would appreciate it if someone could give some details or links on this.

After you buy the business u can file business visa employment visa. It is simpler then H1b etc. U need to have money and that's it. If you travel to Atlanta a lot of Laywers will handle this easily. Take professional help as you may come across conmans in US try to sell u a bad business.

I know one machine tool operator "Patel" left his job and currently running a gas station and has applied the papers also in the middle of nowhere.

I think citizen from any contry can buy business in USA. Yes, inorder to operate your business in the USA you need Visa.
