I have a strange problem with CRA. I recd a letter from CRA a couple of weeks ago asking to pay around $2000 to them. I called CRA to find out why I should pay and here is the story;
In 2006 when my accountant filed my taxes, he put my old address in the return by miskate instead of the current address at that time. Because of this, CRA mailed my refund check for $2000 to my old address. I tried to get the check from old address but could not get it. So I called CRA and asked them to cancel the check and reissue another check and send it to my current address. As I requested they also re-issued my refund check and I deposited it into my back account. All this happened in 2006.
Now they are saying that I cashed both the checks in 2006 and I owe them $2000. So I asked them to send me a copy of the cashed checks and they also sent them to me. One of the checks contains my signature which is the one I deposited into my bank. The other check that was sent to my old address contains a forged signature of mine which looks completely different (the person has written my full name as signature which I don’t do) .
I was surprised to find out that CRA did not cancel the first check before re-issuing the second check. I am also surprised that which ever bank encashed the first check did not validate the identity of the person encashing it. I have disputed this with CRA. But I would like to know what else I can do. I have already paid the $2000 with interest to CRA as they said that I have to pay first and then dispute it. Your inputs are much appreciated.

You can dispute this with CRA. You could do it online through your CRA account or do it through paper forms. Please explain all details and send them copies of your account which shows the that the first cheque was not deposited in your account. Also get a statement from your bank supporting this. try to send as many documents as possible to support your position.
If they are convinced , You will be called to the CRA office to sign an affidavit that you did not cash the first cheque and you should be fine after that.
Make sure you get all docs to make your case strong ...

The worst possibility is that the crook might have "cashed" the cheque. The only entry would be at the bank, stating that the cheque was received and $x were paid in cash.
I hope CRA helps you in knowing if the cheque was "cashed" or deposited to some account (which I really doubt, unless that person is real dumb stupid)
This is really a bad incident. Lesson learned:
. Prefer direct deposit with CRA
. While moving, inform Canada post ( $37.50 buys some security)
The forged signature, that obviously didn't looked like yours, can make your case. I hope CRA tries to compare the signature and learn the truth.
Other option could be to approach the bank where the crook took the cheque (th bank name should appear on the copy of that forged cheque) and hope that bank might help you. Usually bank are scared of such fraud. Be patient, control your emotions and tell the bank that "someone forged this and it seems that your bank did not took good measures to validate the IDENTITY of that person, which obviously was not me". Bank should, and must, have some record of that transaction. They must have some record of what id-card was produced or what bank account was used.

This is a common problem in Canada where they don't validate what name cheques are deposited in to which account. Call the bank which cleared the cheque and tell them about mistake. Most probably they will pay you from there pocket..
As in this case 2 banks are at fault might become little funny.. But most of the responsibility lies with the bank where the chq was deposited.
